The United States House of Representatives is the lower house of the United States bicameral parliament, the United States Congress. The House of Representatives has a total of 435 voting representatives. Every two years, representatives from each state are elected to the House of Representatives in proportion to the population of the state. However, each state is guaranteed at least one seat. In addition, the House of Representatives has six non-voting members representing those U.S. territories that are not states. These include the District of Columbia, as well as the territories of Puerto Rico, the U.S. Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. Representatives of these regions are referred to as delegates, with the exception of the representative of Puerto Rico, who is entitled Resident Commissioner. Before the Philippines became independent in 1946, a Resident Comissioner was also elected to the House of Representatives. The House of Representatives has the right to table all laws aimed at raising money or initiating public prosecution proceedings. The bill must be approved by both chambers before proceeding to be approved by the president.
