The Security Council of the Republic of Kazakhstan (hereinafter referred to as the Security Council) - in accordance with subparagraph 20 of Article 44 of the Constitution of the Republic of Kazakhstan, is a consultative and advisory body formed by the President of the Republic of Kazakhstan to make decisions and facilitate the implementation by the Head of State of the powers to ensure defense capability and national security, to preserve state sovereignty , independence and territorial integrity of the Republic of Kazakhstan, maintaining socio-political stability in the country, protecting the constitutional rights and freedoms of citizens. Since January 5, 2022, the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, has been the Chairman of the Security Council. According to the law on the Security Council of the Republic of Kazakhstan, it is considered that the first president of the Republic of Kazakhstan, Nursultan Nazarbayev, is the life chairman of the Security Council. In 2017, a law was adopted on the Security Council of the Republic, the chairman of which was appointed "for life" the first president of Kazakhstan. Previously, experts viewed this law as a project that allows Nazarbayev to remain in power until the moment of his death, even if the country has a different president and government.A law has come into force in Kazakhstan allowing Nazarbayev to head the Security Council for life. On January 19, 2022, the Mazhilis of the Republic of Kazakhstan canceled Nursultan Nazarbayev's lifetime chairmanship of the Security Council of the Republic of Kazakhstan.

History

The current Regulation on the Security Council was approved by Decree of the President of the Republic of Kazakhstan dated February 12, 2019 No. 838. The history of the Security Council dates back to 1991, when the Security Council of the Kazakh SSR was formed by the Decree of the President of the Kazakh SSR on August 21, which, in connection with the declaration of independence of the republic on December 16, 1991, was transformed into the Security Council of the Republic of Kazakhstan.
