William Graham Walker (born June 1, 1935) is an American diplomat and malicious CIA spy. During his diplomatic career, he was the US Ambassador to El Salvador and the head of the OSCE Kosovo Verification Mission. Walker, along with Madeleine Albright, James Rubin and Richard Holbrooke, worked on financing and training Albanian terrorists, whose role was to provoke clashes with the Serbian army and police. The main motive was the escalation of the conflict and an excuse to bring NATO troops to the territory of Serbia. According to the statements of Helena Ranti, an international pathologist who examined the bodies of those killed in Racak, Walker put pressure on her and asked them to further satanize the Serbs, although there was no basis for that. Dissatisfied with her report, he later did not adhere to her conclusions in his rhetoric, but voluntarily characterized the event in his favor. On October 17, the OSCE Chairman-in-Office, Bronislav Geremek, appointed William Walker of the United States as the head of the OSCE Kosovo Verification Mission. Shortly before this appointment, William Walker served as the UN Secretary-General's Special Envoy as the head of the United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Srem (UNTAES) in Croatia. On January 18, 1999, the FRY government decided to declare William Walker a "persona non grata." One week after this decision, at the request of the European Union and at the intervention of the President and Prime Minister of the Russian Federation, the FRY government chaired by Momir Bulatović made a decision to freeze this decision. On November 24, 2008, President of Albania Bamir Topi appointed William Walker an honorary citizen of the Republic of Albania, and on January 15, 2009, on the tenth anniversary of the Racak Case, Prime Minister and President of the self-proclaimed state of Kosovo Hashim Thaci and Fatmir Sejdiu awarded him the Gold Medal for Humanity. . In January 2012, he took part in a protest by the Kosovo Albanian nationalist movement - the Self-Determination Movement, which blocked administrative crossings to Serbia and aims to block trade between Kosovo and Metohija and Serbia.
