The first league of Serbia in the 2013/14 season. is the eighth competition organized under this name by the Football Association of Serbia since the founding of the league in 2006, and it is the second level of competition in Serbia. In the 2012/13 season. As many as 6 worst-ranked teams dropped out of the league due to the reduction of the league from 18 to 16 teams, namely: Radnički from Nova Pazova, Teleoptik from Zemun, Banat from Zrenjanin, Mladenovac, Kolubara from Lazarevac and Novi Sad. Four new clubs were placed in the league: Sloga from Petrovac na Mlavi as the winner of the Serbian League West, Sindjelic as the winner of the Serbian League Belgrade, Dolina from Padina as the winner of the Serbian League Vojvodina and Radnik from Surdulica as the winner of the Serbian League East. BSK from Borča and Smederevo dropped out of the Serbian Super League, and Napredak from Kruševac and Čukaricki moved to a higher rank of the competition. At the session held on July 30, 2013, Hajduk from Kula made the final decision to withdraw from the Super League due to the bad financial situation. At the session of the Executive Board of the Football Association of Serbia held on Friday, August 2, 2013, a decision was made to fill the vacancy in Belgrade's Voždovac because it met three criteria - sports (won third place in the First League of Serbia last season), infrastructure (new, modern stadium at the shopping center with floodlights) and financial criteria (the fact that the club operates successfully financially, without debt). This body of the FSS also decided for Teleoptik to enter the First League, since that team was the first below the line of teams that won a place in that rank of the competition. The Executive Board assessed that there is no time to organize barrage matches to fill that place between the four second-placed teams from the four groups of the Serbian League. The two first-placed clubs will play in the Serbian Super League next season. In addition, from this season, a barrage will be introduced in which the third-placed team of the First League of Serbia will compete for a higher rank with the fourteenth-placed team of the Super League, which will try to survive in the elite. This season, the 4 weakest clubs in the respective Serbian leagues will be eliminated, and instead of them, the winners of the Serbian leagues, Belgrade, Vojvodina, West and East, will play next season.
